AIDAC.

General Officer Commending and myself are

in agreement there is grave danger to colony of

Hong Kong if present acting Governor remains in office.

He lacks decision and drive and things are muddling

along. If Celenial office cannet spare a first

class man in very near future, we recommend a Military

Governor be appointed and that a senior soldier should

be sent from India to take up this appointment.

In case the Colonial Office does not agree

with this proposal I have not informed acting Governer

of contents of this telegram as result would have a

derogatory effect.

I should be grateful if you would convey

this opinion to right quarter.
